Floating Energy in Motion: A Market Splitting Between Industrial FPSOs and Scalable FLNG
The past two weeks of May 2026 have delivered a series of projects developments that, when read together, provide a clear snapshot of where the floating production industry is heading.
From Eni’s FID on Baleine Phase 3 to Delfin’s FLNG breakthrough in the United States, and the dual FPSO award for Petrobras’ SEAP project, these developments confirm the continued momentum in the floaters market—while also highlighting a deeper structural shift.
Baleine Phase 3: The Maturity of Phased FPSO Development
On May 25, 2026, Eni and its partners sanctioned the Baleine Phase 3 project offshore Côte d’Ivoire, marking the transition from fast-track early production to full-field optimization.
The development includes a new-build FPSO that will increase production to 150,000 bopd and 200 MMscfd of gas, a major step up from the current phase.
While Eni has not officially announced the contractor, market sources indicate that the unit is expected to be delivered by a Chinese EPC player, confirming the growing role of Chinese contractors beyond modular fabrication.
Key insight: FPSO as a phased infrastructure
Baleine reinforces a now well-established execution pattern:
Phase 1–2: redeployed or converted units → early production (already achieved)
Phase 3: purpose-built FPSO → optimized plateau
This model allows operators to:
Reduce upfront capital exposure
Integrate real reservoir data into later design stages
Accelerate time-to-first-oil
At the same time, Baleine highlights another structural shift: since the FPSO will produced gas dedicated to the domestic market.

Delfin FLNG: From Concept to Full FID
On June 3, 2026, Delfin Midstream reached Final Investment Decision for its first FLNG unit offshore Louisiana.
Capacity: ~4.4 mtpa
Contractor: Samsung Heavy Industries (EPCI)
Concept: multi-unit development (up to 3 FLNG units)
The first offshore LNG export project in the United States is now moving into execution.
With ~13.2 mtpa planned across three vessels, Delfin confirms that FLNG is shifting from “one-off megaprojects” to repeatable floating liquefaction systems
At the same time, the project reinforces Korea’s position for FLNG project and SHI remains the benchmark for complex cryogenic offshore systems.

Petrobras SEAP: Industrial FPSO at Scale
If Baleine represents flexibility and Delfin represents expansion, Petrobras’ SEAP project is the strongest signal of industrialization.
On May 29, 2026, Petrobras awarded SBM Offshore contracts for two FPSOs (P-81 and P-87).
Capacity: ~120,000 bopd each
Gas treatment: up to 425 MMscfd
Model: Build–Operate–Transfer (BOT)
The two units are based on SBM’s Fast4Ward® standardized hull design, representing the 11th and 12th hulls in the series. This confirm a decisive shift from taylor made designed asset to repeatable products.
The implications are clear and evident:
Reduced engineering cycle
Lower execution risk
Improved schedule predictability
The Shift Is Not About Technology—It’s About Execution
The latest wave of FIDs and awards confirms the vivacity of FPSO/FLNG sector in 2026.
But more importantly, it highlights a fundamental shift: the competitive advantage of Floaters actors is no longer in designing FPSO/FLNG, but is the execution strategy and the ability to deliver them them efficiently and repeatedly.
China is moving up the value chain, targeting full EPC delivery
Korea remains dominant in high-complexity FLNG
Traditional players are industrializing FPSOs through standardization
And most importantly the riskiest part of projects is shifting from fabrication to integration, commissioning, and system completion.
In this new landscape, success will not be defined by who builds the next floater—but by who can deliver faster, integrate better, and consistently achieve reliable start-up.
